Puffcard's comments and attached link pretty much summed up my approach. The T37 masts are very stout, and there's no one correct tuning 'setting' if you will. Some folks like them a little tight, others prefer them a little loose. Sighting up the mast without the side stays is a good practice, as-is doing the same after you have adjusted them at sea.
My unscientific method is to set them hand tight at the dock and then adjust leeward stays to the point that they're loose but not sloppy, as I sail a port and starboard tack. I probably focus as much on getting the tension even between the port and starboard stays as i do getting to a certain tension.
If the mast is centered in the deck, the track isn't wavy or bent sighting up the mast, and the leeward stays aren't sloppy under sail, I consider it tuned.
