Assuming the readings are correct with the bounce it would indicate your charging from the alternator is pulsing. Pushing juice into the batts, then stopping for a bit, repeat. That would bounce the ammeter, and the voltage would bounce from batt voltage to charging voltage. (say 13.5v to 12v)
I would first verify that the readings are correct by hooking up a multimeter to the battery poles to see if the voltage is really cycling. Can't really check the current, but if one is true, it's safe to say both are.
If the readings are correct, I can't imagine that's good for your electrical system. And it sounds like your alternator is freaking out but you rebuilt so I'd be stumped at that point. Because I'd say voltage regulator too. But I'll agree with previous poster and check your batteries next. When they start to die, they strangest symptoms can appear. Charging a bad battery can look pretty odd sometimes.
So isolate each and see if things run smoother. I have a combiner so the only way I could do just house would be to disconnect the starter. Good luck!
