IIRC, the verticals are attached to the deck cleat and not the deck. So you have to pull the strip of wood running alongside the tank.

But it's been a while and I might be mistaken.

I believe you are correct. If you didn't remove the top piece of wood, how were you able to get that strip of wood next to the tank out?

We did remove the top piece of wood that holds the cushion onto the settee. Took that piece out of the boat to revarnish it.

We cut the head off a drywall screw and chucked it into the drill. Drilled the plugs out that way. The drywall screw stops sinking when it hits the screw under the plug. Then the plug pops out. Handy little trick.

I have already removed the teak trim piece that is attached to the bench seat. I don't see how you removed the large 12 inch or so tall vertical piece that looks to be attached at the bottom by the cabin sole to get access to the tank.

On my boat, the verticals were attached to the cleats at the top and bottom of the verticals. The cleats themselves were screwed to the deck at the bottom and to the thwarts at the top. The screw heads were visible because everything was behind the face boards.

Edit: Oops. just found the picture where we were removing the face board. We used a SoniCrafter to cut the screws holding the face board. The face board was rotten at the bottom so we were replacing it.
