Follow up:
We finally tackled this project. Glassed in a floor to the anchor locker. It's lowest point is on starboard side at the bulkhead between the anchor locker and the V-berth. It's just above the boot stripe, about 8" above the waterline. A second drain hole on port side is slightly higher; that's intended as a backup in case the starboard primary drain gets clogged.
We also relocated the nav light wire and the anchor rode tie-down padeye higher up and sealed the old holes with epoxy. In hindsight, it would have been better to put the floor and drains a few inches higher up. Under sail she now carries about an extra gallon of water in the bottom of the chain locker. But we've got lots of room for rodes. I also added a "splash guard" sheet of plexiglass over the louvered door so we can wash out the anchor locker through the hawsehole without getting the V berth wet.
Overall it's a nice improvement and we can pull up the anchor without having to carefully wash the chain on the way up.
Now all that's left is to wash the residual mud out of the bilges. There's a bunch of it under the mast step that's pretty awkward to access.
